Then they must obtain a State license before they can perform as professional engineers in the private sector.

There are certifications offered by The American Society of Civil Engineers and The American Academy of Water Resources Engineers. The first certification covers basic civil engineering and the second scheme covers water infrastructure such as water treatment facilities.
